Map, New Allotments of Land in the Manor of Dummer, pen and ink drawing, scale about 8 inches to 1 mile, Dummer, Dummer with Kempshot, Hampshire, made by Robert Scullard, 1743.
Drawn under the supervision of W Yalden, John Pitter, Robert Garrett, Roger Gater, Simon Rawlince, being the commissioners nominated under the Act of Parliament on behalf of the local land owners'.
Before the 1760s enclosure was carried out in a piecemeal fashion by local landowners with or without the cooperation of tenants; from the 1760s the process was regulated by Act of Parliament and General Enclosure Acts in 1801, 1836 and 1845; in the early phase local promoters of enclosure placed a Bill before Parliament to obtain an Act, which allowed them to nominate enclosure commissioners to re-allocate individual landowner's holdings into coherent units so that each landowner still had the same value of land as before; to carry out their instructions it was necessary for the commissioners to appoint a surveyor whose first job was to draw a 'true and exact plan and measurement' of the land in question.
