The scene is countryside outside a city 'London' gate wearing the royal flag, full of activity; men using strip maps, surveyors with instruments including a party trundling a waywiser, a shepherd and his flock, a stag hunt, fishing, etc etc; three winged cherubs above hold example strip maps, and a title banner.
The colouring is probably recent.
